Austria wants Anthropic to become European.
The arguments against it are “Europe doesn’t have the compute” and “the USG won’t let them”.
Is that true?
The answer is almost certainly yes, but more because the latter rather than the former.
The EU does lag the US in AI compute infra, but they have more than zero and are committed to build more. As an American who’s lived in Germany, I can tell you Europeans are not dumb. They can see the writing on the wall.
If you are an American who’s never visited Europe, has no relationships with Europeans, and yet still believe the anti-European propaganda…
Congratulations. You are an American idiot.
The latter argument: the USG won’t allow it, is stronger.
It’s highly improbable that the USG would consent to Anthropic moving to Europe outright, and consent would be essential.
A more likely shape would be an EU controlled Anthropic subsidiary based in Europe. A sort of strategic technical alliance for the modern West.
This benefits Europe because it allows them to apply their jurisdictional laws to modern AI and it benefits the US because it allows us to prevent Europe from turning to Chinese AI and retain the European market.
I’d love to see this happen.

From the letter:
'Let us jointly explore the strategic establishment and participation of Anthropic within the European Union. With legal certainty, market access, capital and a set of values that suits this company.'
'Anthropic fits us particularly well. A company that understands the ethical use of AI not as marketing, but as a core conviction. That places safety over speed. That is a deeply European attitude. This company would not be constrained in Europe; it would be unleashed.'
The UK also made similar overtures a few months ago.
It won't happen. Anthropic will stay where the compute is, and where the supply is guaranteed. They can't risk getting cut off, and from here on out the compute will increasingly be concentrated within US borders.
