If fire departments chose to embrace their actual role of an emergency services department with a tiny (and I mean really tiny) slice of fire within that they would adopt a broader perspective. And by doing so would see that minor amendments to their equipment choices 1) directly improves public safety and 2) lets them make better use of urban streets to fulfill their mission.

And yet the below is what you see from fire departments, including the LAFD.
In fact speed of response as the ~sole~ metric of safety is so strong it drives fire depts and unions to gaslight the general public to such a degree that they fabricate impacts.
