Zucman's response is that if departures are this large, we should count recurring wealth tax revenue too. If so, he should please tell voters the tax will recur, specify the rate and frequency, and explain what it means for every billionaire still in California. If the defense of the revenue estimate requires future collections, his one-time framing is not credible. The logical mistake belongs to the side whose defense of a one-time tax requires it to be collected more than once.
