On the data center & affordability conversation, so much ink is being spilled about transmission cost allocation, but in reality it's extremely small and often it saves money. It's 10% total, and has tons of option value and isn't easily stranded.

The primary, concentrated risk to ratepayers is generation. But loads are retail, which means they have limited rights on the grid. This is in the FPA, which didn't contemplate huge loads. If you want to make large loads buy/bring/build new generation directly, the options are work through 33 state monopoly franchises, or change the FPA.
