The RRS AUCAP is not the same as the class-based UCAP in their workbooks. There are 5 missing GWs.
The RRS AUCAP is also not the same as the auction cleared capacity, which has 3-5 missing GWs.
Which means its not possible to independently replicate their shortfall numbers with public data. Frustrating
