I think the Port of Baltimore does a lot of heavy lifting for the city than most people realize. It contributes a lot to the regional economy, which puts the city into Tier 2 status. But in global rankings it is a Tier 3 city.

My only complaint with Baltimore being a Tier 2 city is that there are Tier 3 cities that are arguably nicer. The reason the Tier 3 cities are nicer is because there is more social stability; the available jobs are within reach of the general public.
