The Senate approved a sweeping Russia sanctions package on Friday, 86 to 11, a year in the making and now carrying the name of Lindsey Graham, who died suddenly in July. According to the Associated Press, the bill would penalize countries that keep buying Russian oil and gas, with tariffs of up to 100 percent on the five biggest purchasers, China and India among them. The House, on recess until September, votes next.
