You can argue the percentage, but as long as you can survive, you have an option to win big. The North Korean regime did well through the 70s. The 80s saw stagnation, and the 90s collapse plus starvation.

But the government survived, and events have aligned such that Kim has enjoyed a decent recovery (3.5% GDP growth)
