Council alternatives to State government rezonings involve more concentrated high-rise on a smaller footprint -- e.g. Mosman, Inner West, Ku-ring-gai.
People prefer "gentle density" to high-rise if it means fewer dwellings. For the same number of dwellings, they prefer high-rise.

The following councils are replacing TOD and LMR zoning with alternative controls: Ku-ring-gai, Burwood, Canterbury Bankstown, Penrith, Wollongong, Lake Macquarie and Mosman.
