On 22 October President Kennedy went on television to announce a naval 'quarantine' and demand withdrawal of the missiles; the address was watched by more than 100 million Americans and immediately pushed both capitals into crisis-mode. Washington considered a range of options — from invasion to strict blockade — and worried that boarding or attacking Soviet ships could trigger wider conflict. The White House authorized the Navy to intercept ships, positioned some 180 vessels in an arc out from Cuba, and raised strategic alert status to DEFCON-2. U.S. intelligence briefings that day reported 22 Soviet ships en route; moments of acute tension followed when two Soviet ships (the Kemosk and Gagarin) approached the quarantine with a submarine between them. In the Cabinet Room the mood was bleak until intelligence showed six vessels had stopped or reversed course.
