The regulators are in fact rapidly figuring it out!

Attend a few NARUCs, the conversation and understanding on these issues has progressed enormously in less than a year. The politics are way behind.

just about every IOU in the US has implemented, or is in a proceeding to implement, or is preparing to file a large load tariff that implements these type of rules. the political discourse on this issue is so far behind the actual rapid regulatory response by the PUC world... shout out to NARUC
